In late 2003, UKOTCF, in consultation with the UK Foreign & Commonwealth Office, coordinated a funding proposal to the European Union for 3 UK Overseas Territories on conservation and interpretation in protected areas, Management of Protected Areas to Support Sustainable Economies (MPASSE). Although successful, failures in the European Commission led to a delay until 2009 before the grant contracts were signed, leading to a shorter time for implementation. Excessive EU bureaucratic procedures throughout the project made the grant less cost-effective and slowed the work. Nevertheless, the National Trust for the Cayman Islands and its Blue Iguana Recovery Project were able to use the grant effectively, and use it to leverage other support.
